For whom the bellsleeve tolls

Hi! Another alterations job. This one has not so tight of a deadline. I’d just like to wear the dress when the weather cools off (if that ever happens). I have a dress with drapey bell sleeves that I’d like to be more tapered to my arm. I tend to roll my sleeves up and it bothers me to have them hanging like this! Can anyone help?
