Stop leaking faucet

I am in need of some help with a leaking faucet. I have a bathtub and the faucet is so difficult to turn because, well I'm not sure why, maybe rust (?). Anyway I can't get it to stop dripping and could really use someone to help. I think I'm just not strong enough, but perhaps it will be more complicated then I think. Bonus if you have some construction/renovation background and could maybe give me some insight into how to affordably make the tub useable. Not sure if that's possible but pretty much anyone should know more about it then me. Thanks in advance!
